Biden-Harris Administration Announces $94,815,000 for Clean Water Infrastructure Improvements in New Jersey as Part of The Bipartisan Infrastructure Package.

The U.S. Environmental Protection Agency (EPA) announced that New Jersey will receive about $94,815,000 from President Biden’s Bipartisan Initiative through the Clean Water State Revolving Fund for the current fiscal year (CWSRF).

The financing will assist New Jersey municipalities in modernising infrastructure for water, wastewater, and stormwater that safeguards public health and cherished water bodies. About half of this financing will be made available in the form of grants or loans with principal forgiveness, enabling underprivileged communities across the United States to invest in water infrastructure while creating well-paying jobs.

EPA Administrator Michael S. Regan stated, “President Biden’s Bipartisan Infrastructure Bill is delivering an unprecedented investment in America that will rejuvenate crucial water and wastewater infrastructure across the country.” Not only will these monies provide access to clean water and protect the environment, but more underserved populations will be able to utilise them.

Lisa F. Garcia, regional administrator for the EPA, stated, “This major investment, awarded through the groundbreaking Bipartisan Infrastructure Law, will be used to replace or repair ageing wastewater infrastructure, implement water reuse and recycling, address stormwater, and address the risks posed by emerging contaminants.” “EPA is committed to providing these vital water supplies to underrepresented and underprivileged populations.”

New Jersey’s Commissioner of the Environment, Shawn M. LaTourette, stated that communities throughout the state have significant needs for investments in sewage and stormwater infrastructure.

“From our rural towns to our urban centres, New Jersey’s communities have significant needs for investments in sewage and stormwater infrastructure,” “With additional support from the Biden-Harris Administration and the Bipartisan Infrastructure Act, our Water Infrastructure Investment Plan is contributing to cleaner waterways by improving treatment facilities, remediating historic combined sewer overflows, and reducing risks from emerging contaminants such as PFAS.”

Senator Bob Menendez stated, “Clean water is critical for defending public health and the environment, and I’m delighted to have secured this money via the Infrastructure Investment and Jobs Act.” These federal funds will help communities throughout our state repair their stormwater, wastewater, and other critical infrastructure and protect the waters on which we rely. I value the Biden Administration’s dedication to fostering healthy ecosystems and ensuring that every community in the United States has access to clean, safe water.”

“Since its enactment, the Infrastructure Investment Jobs Act has provided essential financing to marginalised communities in New Jersey to modernise their old wastewater infrastructure in order to preserve public health,” stated Senator Cory Booker. This next round of funding will enable the completion of additional water infrastructure projects in our state, resulting in long-term benefits.

“With the Bipartisan Infrastructure Bill, which I was delighted to help develop and pass, we’re working to ensure that families will have access to clean water for decades to come — an issue I’ve been passionate about.

This includes removing lead and other persistent contaminants from our drinking water and making substantial expenditures to address water pollution in communities around the country, all while creating millions of jobs, according to U.S. Representative Josh Gottheimer (NJ-05).

Rep. Mikie Sherrill stated, “In New Jersey, we are all too familiar with the effects of ageing water infrastructure, including PFAS contaminations, lead pipelines still in service, and regular main breaks.” “The Bipartisan Infrastructure Act, which I was honoured to support in Congress, is providing a historic down payment to address our long-neglected water systems.

This new money for the Clean Water State Revolving Fund will help local governments in New Jersey to conserve tax dollars and solve infrastructure issues, bringing substantial public health, environmental, and economic benefits to our communities.

Progress in New Jersey as a result of the Bipartisan Infrastructure Act includes concentrated efforts in Camden and Paterson to resolve Combined Sewer Overflow projects in order to comply with state permits and prevent untreated sewage discharges and flooding.

Sometimes the volume of wastewater exceeds the capacity of the combined sewer system or the treatment facility. This results in the direct release of untreated stormwater and wastewater into surrounding streams, rivers, and other waterbodies. These expenditures are essential for sustaining local governments and regenerating neighbourhoods.

This announcement is part of the $2.4 billion announced as part of the second wave of funding made available by the Bipartisan Infrastructure Act and expands on the Biden-Harris Administration’s commitment to invest in the United States. In May 2022, the EPA announced the initial allocation of $1.9 billion under the CWSRF from the Bipartisan Infrastructure Act to states, Tribes, and territories. This funding supports hundreds of vital water infrastructure projects nationwide.

Between FY2022 and FY2026, President Biden’s Bipartisan Infrastructure Act makes nearly $50 billion available for improvements to the nation’s water and wastewater infrastructure. The EPA is committed to ensuring that every community has access to this historic investment and has concentrated its execution around expanding investment in disadvantaged communities.

This investment in water infrastructure is simultaneously producing jobs and tackling critical issues such as climate change and new pollutants such as per- and poly-fluoroalkyl compounds (PFAS). The implementation of the Bipartisan Infrastructure Act necessitates strong teamwork, and the EPA continues to collaborate with states, tribes, and territories to ensure that communities reap the full benefits of this investment.

In addition to the announcement made today, the allocations and programme changes for the 2023 Drinking Water State Revolving Fund are forthcoming, pending the release of the seventh Drinking Water Infrastructure Needs Study and Assessment. The EPA expects to release the material within the next few weeks.

Since more than three decades ago, the CWSRFs have been the cornerstone of water infrastructure initiatives, providing low-cost funding for local projects across the United States.
