Horn got off the DC Metro at the next stop and used a gun to carjack a driver in the nation’s capital. The victim’s clothing was penetrated by the bullet, but she was not hit.
He then got on the Metro and rode to the Wheaton station, where he attempted to carjack an Audi from the Westfield Wheaton Mall around 11:06 a.m. after abandoning the vehicle he had been in.

Horn pointed the gun at a woman who was holding two young children in order to steal the keys to an Audi. Somehow, she freed her kids from the automobile and made a hasty getaway.
Assuming he had the key, Horn got into the Audi, but he was unable to start the car. Law enforcement officials believe Horn ditched the Audi in an effort to rob a little red Honda. There was a third vehicle parked there, but its driver quickly drove off.
Another driver tried to be carjacked, but he got away too fast. From the BMW’s open window came a shot from the horn. The lady driver walked away unscathed.
Horn tried to open the door of a Hyundai Tucson driven by a woman who had just pulled up next to him. In an effort to carjack a fifth vehicle on Ring Road, Horn sprinted across the parking lot. Horn failed in his attempt to take the woman’s Honda Civic after he shot her in the face.
Thereafter, Horn ran away. 4th District police located Horn in a home in the 2900 block of Faulkner Place.
Horn attempted to break a window of a house with the butt of his revolver at around 11:15 a.m. when police came and took him into custody without incident.
Without incident, police located Horn at the scene, where they also discovered a firearm. The Honda driver is in a serious but stable condition after undergoing surgery at a nearby hospital.
