The State of New Jersey Will Receive $350 Million for School Construction Projects, as Announced by the Murphy Administration.

NJ– The Murphy Administration announced $350 million for high-priority school district capital projects Thursday.

Starting January 30, 2022-signed law will allow over 550 Regular Operating Districts (ROD) to apply for grants to meet important operational facility needs like school facilities projects, emergent demands, and capital upkeep.

“From day one, my Administration has made it a priority to support and strengthen our public education system – and assisting our schools implement vital facilities renovations is an important component of those efforts,” said Governor Phil Murphy.

“This money shows our commitment to strengthening our schools and solidifying our history as a state that provides every student with a high-quality learning environment.”

School districts will receive 40% of approved project expenditures. A school district’s planned project must be 100% qualified for state support and fall under one of thirteen approved project categories to earn this money.

Health and safety issues include increasing air quality to prevent contagious diseases, necessary renovations or repairs, and other projects may be funded.

Projects in qualified categories will be prioritised as follows:

  • Upgrades to structural, mechanical/heating and cooling, electrical, and plumbing systems (including refinishing);
  • Roof, windows, brickwork, etc.
  • Building codes;
  • ADA enhancements (site, building, and restroom renovations);
  • Hazardous substance abatement (Radon, lead, asbestos; includes needed refinishing);
  • Security and communications (essential);
  • Technology upgrades;
  • Site drainage (not for new development);
  • Elementary school playgrounds (Includes upgrading or replacing existing playgrounds, but not new playgrounds, to meet life cycle, safety, and/or consumer product safety requirements);
  • New or renovated early childhood classrooms;
  • Special population needs (programme expansion or educational adequacy);
  • Upgrades to walkways, paving, fencing, and security lighting (excluding athletic fields and tracks);
  • Renovating or building capacity-generating classrooms to solve overcrowding or poor conditions.

The SDA will distribute cash after the New Jersey DOE approves district applications. The SDA will give the district after DOE approval.

“Students and staff deserve a safe and secure learning environment,” stated Acting Commissioner of Education Dr. Angelica Allen-McMillan.

“This funding is aimed to address the highest priority projects to ensure our school facilities are of the same high quality as the learning that is being offered within those school walls.”

“This grant funding will allow hundreds of Regular Operating Districts throughout the State to make critical school infrastructure upgrades, further supporting quality learning environments that will positively impact student learning,” said Manuel M. Da Silva, CEO, New Jersey Schools Development Authority.

“SDA will fund school construction projects that improve and extend the State’s school facilities through our continuous cooperation with the DOE.”

After verifying local share and completing other grant-related documentation, the SDA can execute a grant agreement and make payments when districts reach project milestones. ROD money is not available for projects that require a municipal referendum to raise local funding.

RODs can apply for these awards until May 1, 2023. The DOE will decide eligibility within 90 days.
