Area-Specific Reports – Mustafa Manns, 28, William Dixon, 24, and Nishir Rios-Figueroa, 30, all of Newark, N.J., have been charged with murder, kidnapping, and other offenses by the New Jersey State Police for the alleged shooting death of a man and subsequent dumping of his body near a wooded area off Interstate 80 in Allamuchy Township, Warren County.
Around 12:26 p.m. on Thursday, August 18, 2022, a New Jersey Department of Transportation employee cutting grass along westbound Interstate 80 near milepost 16.6 reported finding human remains, according to official reports.
Quadree Burch, 27, of Newark, New Jersey, was reported missing on August 9, 2022, and was later recognized by detectives from the New Jersey State Police Major Crime North Section.

After five months of research, officers from the Serious Crime North Section have pinpointed the date of the murder to August 7, 2022.
Detectives were able to link the suspects to the victim and locate them near the crime scene through a variety of investigation techniques, so the police claim.
Authorities claim that Manns, Dixon, and Rios-Figueroa abducted Burch and took him to Allamuchy Township, where they killed him with a gunshot as he was sitting in his car next to Interstate 80.
The investigators from the Serious Crime North Unit met with Rios-Figueroa at the Westchester County District Attorney’s Office in White Plains, New York on January 13 of that year.
On January 6th, 2023, he turned himself into authorities on allegations of auto theft that were unrelated to the current incident. Nishir Rios-Figueroa was indicted on charges of felony murder, murder, conspiracy to commit murder, and kidnapping. He is being held at a facility pending his extradition to New Jersey.
Manns was apprehended without incident on January 19, 2023, by members of the Major Crime North Section, the Fugitive Unit, the Electronic Surveillance Unit, and the K-9 Unit of the New Jersey State Police.

Mustafa Manns faces charges of aggravated murder, kidnapping, robbery, and aggravated assault, among others. The law enforcement authorities in Warren County incarcerated him.
William Dixon was arrested on numerous charges including premeditated murder, murder, weapons violations, conspiracy to murder, aggravated assault, kidnapping, and robbery.
Since August 24, 2022, when he was arrested for reportedly threatening two of Quadree Burch’s acquaintances, Dixon had been incarcerated in the Essex County Prison.
