Through the use of its video camera, a nearby establishment on March 4 filmed the incident that occurred at the intersection of Pacific Avenue and Channel Street. Oscar Montoya was riding his bicycle when he was struck by a car at approximately 12:40 a.m., which caused him to fall off of it and then crash into a fence.<\/p>\n
The incident was captured on video. The car came to a stop for a brief period of time before continuing on.<\/p>\n
